Livermore Begins Three Major Construction Projects

News Summary

Livermore is set to start three significant construction projects aimed at improving local infrastructure, including stream maintenance, sewer replacements, and storm drain installations. These initiatives will lead to temporary road and trail closures, but are essential for enhancing community services and addressing the housing crisis. Additionally, the development of Springtown Community Park and an affordable housing project are part of the broader efforts to meet the needs of residents.

Livermore Set to Begin Three Major Construction Projects with Temporary Road and Trail Closures

Three significant construction projects in Livermore are scheduled to commence on Tuesday, resulting in temporary road and trail closures throughout the city. These projects aim to enhance the local infrastructure and address the growing needs of the community.

Stream Maintenance Project

The first of the three projects is a stream maintenance initiative at the Arroyo Mocho bridge crossing Holmes Street. This project will focus on bank stabilization and the removal of debris, ensuring the stream remains efficient and functional. Scheduled to begin on Tuesday, the maintenance work is set to wrap up by late October, thereby minimizing disruption during the fall months.

Sewer Replacement Project

In addition to the stream maintenance, Livermore’s city officials will undertake significant sewer system improvements. This project will involve the replacement and repair of approximately 3,500 feet of sewer pipe located around Holmes Street and South S Street, launching concurrently with the stream project. Local residents can expect potential temporary road closures and utility interruptions during this ongoing work, which is anticipated to be completed by March next year.

Storm Drain Project

Another critical project beginning next week is the installation of a storm drain trash capture device on Holmes Street, south of Aaron Street. This initiative is mandated by the California Regional Water Quality Control Board, aiming to reduce the amount of trash washed into local creeks during storms. This project is expected to conclude by November 10 and will aid in maintaining the natural environment while protecting the water quality in the area.

Springtown Community Park Development

Meanwhile, construction on the Springtown Community Park and an accompanying 18-hole disc golf course got underway on August 15. This grand venture, which is estimated to cost around $9.6 million, aims at completion by early September 2026. The new park will feature a shaded playground, sports fitness areas, a community plaza, picnic spots, as well as pedestrian and bicycle paths, promoting recreational activities for families and individuals alike.

This park project marks the first phase of the ambitious Springtown Open Space project, which was once a nine-hole golf course that closed in 2015. Funding for the park has been sourced from park fees as well as Measure BB, ensuring that the community can benefit from enhanced recreational spaces.

Community Involvement and Future Phases

Community engagement regarding the Springtown Open Space started back in 2016, ultimately leading to the adoption of the springtown plan in 2017.

Future phases of development for the Springtown area are also being considered, with specific plans to be developed through extensive public outreach, ensuring that the project remains aligned with community needs and desires.

Affordable Housing Initiatives

In addition to these infrastructure projects, Livermore is advancing an affordable housing project led by Eden Housing, which involves constructing 130 units of workforce housing southeast of the Railroad Avenue and L Street intersection. After years of legal challenges and community disputes, the Livermore City Council has voted to approve the project’s agreement, allowing Eden Housing to secure the final construction financing necessary to move forward. It’s important to note that this approval does not include improvements to Veterans Park, focusing solely on the housing aspect of the project.

The city has been facing increasing pressures to address the severe housing crisis, emphasizing the urgent need for affordable living spaces in Livermore. While many community members support the housing initiative, there are diverse opinions, with some advocating for the development of parks instead, reflecting the ongoing discussion about priorities in community development.

As Livermore moves forward with these construction projects, residents are encouraged to stay informed about potential impacts due to road and trail closures. The city remains committed to enhancing community facilities while addressing critical needs in infrastructure and housing.
