The city of Dubuque, Iowa, is experiencing a significant construction boom in 2025, reflected in a marked increase in building permits and major development projects. In the first half of 2025, Dubuque issued a total of 872 building permits, which is a substantial rise from the 803 permits granted during the same period in 2024. The construction value associated with these permits has also escalated to approximately $89.8 million, up from $81.7 million in the first six months of the previous year. This surge indicates a robust level of investment in the community, showcasing confidence in Dubuque’s economic future.
Among the key projects contributing to this construction activity are developments at the Dubuque Regional Airport and the University of Dubuque‘s Edward Babka Center. Ongoing work at the airport includes new hangars and an expanded parking lot. Meanwhile, the university is expanding its aviation learning center to support the growing demand for aviation professionals, especially in light of a national pilot shortage. This expansion aims to provide upgraded learning environments and essential facilities for an increasing number of aviation students, who have nearly doubled since 2022.
The new facility at the Edward Babka Center will total 43,000 square feet and includes advanced technologies and upgraded spaces designed for both students and instructors. The largest permit issued so far in 2025 has been allocated for this ambitious project, valued at $9.92 million.
Dubuque is not only seeing advancements in infrastructure and education but also in residential projects. There has been an uptick in larger residential developments this year, with the city actively pursuing new housing initiatives to address growing community needs. One notable development is a $55.1 million affordable housing project planned for 2660 Kerper Boulevard, expected to be completed by fall 2026. Additionally, plans are underway for a new apartment complex consisting of 180 market-rate apartments at 380 Cedar Cross Road. This project anticipates more than $20 million in private investment and aims to provide numerous amenities, such as a fitness center and a dog park, catering to current housing demands.
The city’s efforts are amplified by the Greater Dubuque Development Corp. (GDDC), which has set a target for Dubuque County to achieve $1 billion in cumulative commercial and residential construction over a five-year span. So far, the community has realized $875 million in construction projects over the past three years, reflecting a diversifying economy that is adapting to meet contemporary needs.
Rick Dickinson, president and CEO of GDDC, highlighted the changing dynamics of Dubuque’s economy, noting increased diversity that positions the city for future growth. The city’s expanding market includes major investments like the $8.3 million expansion of an Alliant Energy power substation at 1853 Finley Street, with completion anticipated in mid to late 2026. Additionally, a $5.78 million mechanical upgrade at Irving Elementary School is set to modernize the school’s plumbing system and install air-conditioning, creating an improved learning environment for students.
