This reorganization stems from a proposal by Governor Gavin Newsom earlier this year to split the Business, Consumer Services and Housing Agency into two distinct entities. While one will concentrate on housing and homelessness, the other will manage various consumer services.
The California Legislature chose not to veto the governor’s proposal by the July 4 deadline, thereby allowing this initiative to become effective immediately. The primary objective of this new housing agency is to streamline processes related to housing financing and to forge a more efficient response to the state’s ongoing housing crisis.
The restructuring comes in the wake of increasing public concern about housing costs and the growing number of people experiencing homelessness. According to data from the California Department of Housing and Community Development (HCD), the city of Los Angeles alone must increase its housing stock by an eye-popping 456,643 new housing units by 2029 to meet demand.
To facilitate tracking these developments, HCD has introduced a new housing development map for 2024. This map categorizes projects at several stages of completion, including entitled units, permitted units, and completed units. However, it’s important to note that the information gathered comes directly from self-reported data from cities and counties, lacking any thorough state-level data verification.
The new agency seeks to combat fragmentation that has plagued California’s housing programs for years. Experts point out that public funding projects have often faced delays and increased costs due to this disorganized structure. The intent behind legislative restructuring is to create a more unified process for handling affordable housing development applications, enhancing overall efficiency.
A newly formed Affordable Housing Finance Committee as part of the agency will oversee the coordination of existing housing subsidy programs.
